Administrator's role

The Administrator of the Territories of Christmas Island (CI) and the Cocos (Keeling) Islands (CKI) is the most senior Australian Government representative residing in the Indian Ocean Territories (IOT). The Administrator is a statutory appointee of the Governor-General of the Commonwealth of Australia, made on the recommendation of the Government.

The Administrator has three key functions:

  1. As the Minister's representative, the Administrator performs formal and ceremonial duties, carries out representative functions on behalf of the Minister, and exercises decision-making powers delegated by the Minister;
  2. As the representative of the Government, the Administrator is responsible for facilitating communication between the Government and the communities of CI and CKI, as well as providing advice to Government on issues impacting these communities; and
  3. As facilitator and advocate for the CI and CKI communities, the Administrator supports community engagement and economic development in the IOT.

The Administrator carries out formal and ceremonial duties on behalf of the Minister that include attending or hosting community events, commemorations and receptions, and receiving visiting Members of Parliament and Senators, dignitaries, business representatives and government officials. The Administrator is involved in community, sporting and charitable organisations and activities on CI and CKI.

The Administrator also chairs the IOT Regional Development Organisation, Emergency Management Committees on CI and CKI and the Inter-agency Consultative Committee.

The Administrator exercises powers on behalf of the Minister where decision-making powers and functions have been delegated to them. These powers and functions may cover both Commonwealth laws and the applied laws of Western Australia on CI and the CKI. They relate to a wide variety of matters, including emergency management, certain land transactions, policing and the provision of utilities and services.

The Administrator is a key point of communication between the Government and the CI and CKI communities on issues relevant to the IOT. They meet with community representatives, arranges information sessions and consultations, and issues community bulletins on matters of strategic and operational importance.

The Administrator has an on-island co-ordination role between all agencies and acts as a facilitator and advocate for the residents of the IOT by regularly engaging with key stakeholders on economic, social, cultural and environmental issues, and helping community members to find solutions to emerging issues or concerns.

The Administrator provides informed advice to Government on these issues, as well as other on-island priorities and initiatives.

The Administrator of the territories of Christmas Island and the Cocos (Keeling) Islands is Mr Barry Haase. Mr Haase was appointed for a period of three years from 5 October 2014.
